Andrea Cavallaro is Professor of Multimedia Signal Processing and Director of the Centre for Intelligent Sensing at Queen Mary University of London, UK. He received his Ph.D. in Electrical Engineering from the Swiss Federal Institute of Technology (EPFL), Lausanne, in 2002. He was a Research Fellow with British Telecommunications (BT) in 2004/2005 and was awarded the Royal Academy of Engineering teaching Prize in 2007; three student paper awards on target tracking and perceptually sensitive coding at IEEE ICASSP in 2005, 2007 and 2009; and the best paper award at IEEE AVSS 2009. Prof. Cavallaro is Associate Editor for the IEEE Transactions on Image Processing. He is an elected member of the IEEE Signal Processing Society, Image, Video, and Multidimensional Signal Processing Technical Committee, and chair of its Awards committee. He served as an elected member of the IEEE Signal Processing Society, Multimedia Signal Processing Technical Committee, as Associate Editor for the IEEE Transactions on Multimedia and the IEEE Transactions on Signal Processing, as Area Editor for the IEEE Signal Processing Magazine and as Guest Editor for eleven international journals. He was General Chair for IEEE/ACM ICDSC 2009, BMVC 2009, M2SFA2 2008, SSPE 2007, and IEEE AVSS 2007. The talk will describe the content of the Plan to Foster the Language Technologies that the Government of Spain has just launched. The Plan aims to encourage the development of natural language processing and machine translation in Spanish and co-official languages. The Plan defines a set of actions to increase the number, quality and availability of infrastructure in Spanish language and co-official languages; to foster the language industry by promoting the transfer of knowledge between research and industry; to incorporate the Administration as a driver of natural language processing and machine translation sector. The plans also allocates a budget of 90 million euros until the year 2020.

Christian Reimsbach-Kounatze is an Internet economist and policy analyst at the OECD Directorate for Science, Technology and Industry (STI). Christian has been working in STI on topics related to the Internet and digital economy since 2008. This includes work on assessing the impact of ICTs on the society (including on skills and employment) and more recently work on the economics of “big data”. He is now co-ordinating OECD’s horizontal project on “the role of data for growth and well-being”, which is part of a broader OECD project on New Sources of Growth (NSG). Before joining the OECD, Christian worked as a researcher at the Institute for Information and Market Engineering of the Karlsruhe Institute of Technology (KIT) and at SAP Research in Germany on topics related to information markets, peer-to-peer systems, and distributed incentive mechanisms. Christian holds a Diploma (Master of Science) in Information Science, Engineering and Management and a Diploma in Economics, both granted by the KIT.

Clemens Wass is a legal tech entrepreneur and co-founder of openlaws. The aim of openlaws is to create better access to justice for citizens, businesses and legal experts by creating a network of legislation, case law and legal commentary. For this purpose, openlaws uses open data and open innovation principles. Clemens has studied law, holds an MBA in entrepreneurship & innovation and has headed the legal department of an international company. Elena Alfaro is the Chief Executive Officer of BBVA Data & Analytics, a spin off of BBVA Bank (Spain), which mission is to create new products and services based on internal and external data sources, and advanced analytics. Before joining BBVA, Elena worked at Ericsson, playing an important role in telecommunications development in EMEA and LATAM, and broadening afterwards her experience as an expert in innovation. Associate Professor in the Web Science and Internet Group at the University of Southampton
Dr. Elena Simperl is Associate Professor in the Web Science and Internet Group at the University of Southampton. Her research interests include social computing, knowledge driven technologies, and open data. She has contributed and led over 15 national and European research projects and authored more than 75 scientific publications, and chaired the European Semantic Web Conference (ESWC) in 2011 and 2012 and the European Data Forum (EDF) in 2013. Elena leads the Open Data Incubator for Europe (ODINE), which helps businesses using open data She is vice-president of STI International, director of the ESWC summer school, the Asian Semantic Web School, and the IEEE Summer School on Semantic Computing, and technical director of the European Data Science Academy. She is the founder of semsphere GmbH, a professional training company in the area of semantic technologies, and co-editor-in-chief of the newly launched Journal of Human Computation.
Building an open data incubator: the story so far
ODINE has set up a virtual incubation and acceleration programme for European SMEs interested in the open data economy. With 18 companies currently in the programme and around 30 more to be accepted in 2016, it builds a strong core of open data innovators in a growing ecosystem of data publishers, users, technology providers, and policy makers. In this talk we will review ODINE’s aims and service offering, and discuss its achievements and lessons learnt.

Frédérique is Director of Research of the Viseo Group and Associated Professor at the Institut National des Langues et Cultures Orientales, in Paris. Before joining Viseo, she was Principal Scientist and manager of the Parsing and Semantics area (ParSem) at the Xerox Research Centre Europe. She joined Xerox as a research scientist in 1993 where she worked on different European and national projects based on natural language technologies. Throughout her research career she has developed, worked and coordinated more than twenty collaborative international research projects links to data understanding.
Frédérique earned a PhD in Applied Mathematics from the Ecole des Hautes Etudes en Sciences Sociales in Paris. She was awarded a PhD grant from the IBM Scientific Centre In France. After a one year post-doc at IBM-Watson in Yorktown working on the links between syntax and semantics, she got a research and teaching position at Télécom Paris Sud in charge of starting an activity around Natural Language Processing.
Frédérique is co-author of six books, over 60 scientific papers and 5 patents. She belongs and provides scientific expertise to several scientific national and international committees and institutions. She has been the president of the CONTINT steering committee of the French National Agency for Research (ANR), President of the Association for Computational Linguistics (ATALA). She is now Vice President of the ATALA, member of the European Language Resources Association board, member of the board of the University Stendhal, member of the Scientific council of the Labex DigiCosme and of the scientific and technical council of the IRT SystemX.
The truth of the data pudding is in the integrating
In this talk we will address the issue of data integration along two dimensions: the one of combining and linking knowledge extracted from data of different kinds residing in different sources. We will provide a quick overview of the state of the art and outline some of the research challenges which still remains to be addressed in order to be able to properly structure, combine and make sense of knowledge encoded in heterogeneous data. In particular we will insist on the difficulty of defining a generic model to encode these different data into a standard and unified formalism.

She joined IDC, global ICT market research and consulting company, in 2005 to develop research and consulting services for governments and policy makers, leveraging IDC’s global knowledge and research. Cattaneo has contributed to the design and implementation of European benchmarking indicators on e-government, e-procurement, cloud computing, and currently on measuring the European Data market. Cattaneo is a graduate in Political Sciences Magna cum Laude from Milan State University with a prize-winner research Thesis and worked ten years as a business journalist before becoming an ICT industry analyst.
Towards the Data-Driven Economy
This presentation will describe the current landscape and level of the development of the European Data Market and Data Economy, measured by the European Data Market Monitoring Tool, a coherent set of quantitative indicators and qualitative analysis developed by IDC on behalf of DG CONNECT. The presentation will look at the potential development paths of the European Data Market to 2020 based on alternative forecast scenarios. Specific attention will be paid to the role of Data Workers and Data Scientists, including a forecast estimate of the potential demand-supply gap of data skills in Europe by 2020.

In 2013 I launched Spend Network. Our mission is to make sense of the world’s open spending data. I’ve recently been appointed to the Government’s Open Data User Group and Spend Network is one of the ODI startups.

Education and qualifications
Marc Hansen attended secondary school at the Lycée de garçons de Luxembourg and the Athénée de Luxembourg from 1983 to 1991.
Marc Hansen was appointed Secretary of State of Education, Children and Youth, Secretary of State for Higher Education and Research on 28 March 2014 in the coalition government formed by the Democratic Party (DP), the Luxembourg Socialist Workers’ Party (LSAP) and the Green Party (“déi gréng”). He replaced André Bauler following his resignation from the government for health reasons. On 27 March 2015, Marc Hansen was also appointed Secretary of State for Housing.

From 2011 to 2014, he was a member of the intercommunal syndicate De Réidener Kanton.

Marc Schiltz holds a PhD in Physics (Crystallography) and an Executive MBA from INSEAD. He has been active in research and higher education for more than 18 years and is a recognised scientist in his field of expertise. Drawing on his international experience he has developed a thorough expertise in strategic research management and organisation.
Since 2011, he is heading the National Research Fund, which is the central agency for promoting and funding research activities in Luxembourg. In this role, he has significantly contributed to enhance the quality of the Luxembourg research system and to build bridges with the private sector as well as with the international scientific community.

Mrs Kotzeva is currently Deputy Director-General at Eurostat, Statistical office of the European Union. She holds a doctoral degree in Statistics and Econometrics from the University of National and World Economy in Sofia and an executive education at the Harvard Kennedy School. She is associated professor at the University of National and World Economy, Sofia and was also a visiting professor in Econometrics in the Central European University in Budapest. She has published more than 30 articles in scientific journals and papers presented at international conferences.
Mrs Kotzeva joined Eurostat in 2012 as an Advisor Hors Class to the Director-General. In 2014 she combined that position with the role of Director of Methodology, IT and Dissemination. Before taking up duties in Eurostat she was President of the Bulgarian National Statistical Institute. Prior to that Mrs Kotzeva worked on a number of World Bank and UNDP projects in the areas of poverty mapping, evaluation of active labour market policies and Roma integration. She has also led teams and provided advisory services for the development of strategic policy documents such as National Employment Strategies in Bulgaria and Serbia and Annual Reports of the President of the Republic of Bulgaria.
New frontiers for official statistics
Official Statistics are the mirror through which we view society. Statisticians listen to the society, observe the society, and serve the government, the public and the economy with data about the social, economic, demographic and environmental situation. In other words, statistics inform policy decisions and help people take better decisions. At this moment we are witnessing fundamental and unprecedented changes in the society due to technological disruptions. Big data is a game changing paradigm which is entirely transforming the data ecosystem. What is the role and necessary transformations of official statistics in such an ecosystem if they want to remain relevant and serve the society? This presentation looks at what actually happens in the frontiers of official statistics in the age of big data, illustrates the response of the European Statistical System through its Big Data Action Plan and Roadmap, and finally opens the discussion about the Statistical Office of the future and Smart Statistics.

Muriel Foulonneau is researcher on data interoperability and technologies at the Luxembourg Institute of Science and Technology. She has worked in Europe and in the US on Semantic data, Big data, and Open data in particular in the fields of educational assessment, online community analysis, e-government, and cultural heritage. She has been involved in collaboration projects between research and industry. She has been active in standardization initiatives, including the Dublin Core Metadata Initiative. She has authored many articles and books in the domain. She is local organisation chair of the European Data Forum 2015 in Luxembourg.
Norbert Hohn & Marc Küster
Publications Office of the European Union
Marc Küster holds a degree in Physics, a Master in Philology and History and a PhD in Modern Philology. After working for the University Tübingen's Computing Centre in the department of Literary and Documentary Data Processing and the XML service provider Saphor GmbH, he became Professor for Web Services and XML Technologies at the University of Applied Sciences Worms. In 2008 Marc joined the Publications Office to lead the development of the Publications Office's common content and metadata repository CELLAR including its Common Data Model (CDM). Since 2011 he is head of section of the Office's "Storage and Electronic Archive" section.
Norbert Hohn holds a degree in Business Management and Economics. He worked in the domain of trans-European intraregional cooperation, capacity building and the implementation of the European Higher Education Area before joining the European Commission in 2006. In the Commission, he dealt with a variety of issues in the production, identification and dissemination of publications (metadata, e-book, websites). Since 2013 he is head of the European Union Open Data Portal section.
The EU as a provider of linked and open data
Open government data is about the wide and free availability of information created with public money. This data is a core asset for the knowledge-based economy, since its reuse is a basis for innovative information products and services. It makes a significant contribution to the EU Digital Single Market and is a key enabler for transparency, accountability and evidence-based decision-making. As a by-product, it enhances administrative efficiency through streamlined data management.
Therefore, the EU has been promoting a strategy for the wide and free availability of government information across Europe. As part of the strategy, the EU Open Data Portal (http://open-data.europa.eu) was launched in December 2012 as the single point of access to data held by the EU institutions, agencies and other bodies. The Portal allows anyone to easily search, download and reuse a growing range of data for commercial or non-commercial purposes, through a catalogue of common metadata. It enhances the visibility and discoverability of data of EU institutions and agencies and makes a strong contribution to their openness and transparency. The EU Open Data Portal is managed by the Publications Office of the European Union (http://publications.europa.eu).
The presentation will give an overview of the reuse services provided by the Publications Office, content given access to, and the technologies used.
Based in Luxembourg, it is an interinstitutional office whose task is to publish the publications of the institutions of the European Union. Its core activities include production and dissemination of legal and general publications in a variety of paper and electronic formats, managing a range of websites providing EU citizens, governments and businesses with digital access to official information and data from the EU, including the EU Open Data Portal and EUR-Lex, and ensuring long-term preservation of digital content produced by EU institutions and bodies.

Dr Orlando Machado is Chief Data Scientist at MoneySuperMarket, one of the UK’s largest digital businesses. His team includes data scientists, statisticians, insight analysts and customer marketing specialists, and is leading MoneySuperMarket’s mission to put customers at the heart of all its decisions.
Orlando joined MoneySuperMarket in 2012 from dunnhumby – a company that has been at the cutting edge of data analysis for over 20 years. Orlando spent 6 years in a number of leadership positions across all dunnhumby’s UK clients, and most recently led the development of dunnhumby’s solutions for creating personalised multi-channel customer experiences.
Previously, Orlando led the UK analytics team for Wunderman, the world’s largest online communications agency. He started his career in academia, and holds a PhD in Statistics from the University of Warwick.
Professor Dr. Gabriel M Crean
Chief Executive Officer, Luxembourg Institute of Science and Technology
Professor Dr. Gabriel M Crean is the first Chief Executive Officer of the Luxembourg Institute of Science and Technology (LIST). The LIST was created on the 1st of January 2015, arising from the merging of two of Luxembourg’s national pubic research centres, CRP Gabriel Lipmann and CRP Henri Tudor. With over 650 research scientists and engineers, it is now one of Europe’s key research technology organisations with a clear mission to be the research and innovation engine for the 21st century Luxembourg economy.
Prior to this post, Professor Crean was the Vice-President for Technology and Director for Europe of CEAtech, the Division of Technological Research of the Atomic Energy and Alternatives Energy Commission (CEA) of France, from 2012 to May 2015. Before that, Professor Crean was the Scientific Director of the Division of Technological Research of CEA from 2009 to 2012. He led CEAtech though its first national scientific audit in 2011.
Professor Dr. Crean holds professorial appointments in several European universities. He is a full professor of the Wroclaw University of Technology, Poland; most recently receiving in November 2014, an Honoury Doctorate Degree from Wroclaw University of Technology, Poland. Previous recipients include Chancellor Angela Merkel of German, European Commission President J M Barroso and European Parliament President Jerzy Buzek. He also holds a professorial appointment at the Universidade Nova De Lisboa, in Lisbon, Portugal. He was a visiting Professor and Advisor to the Administrator General (President) of the Institut National Polytechnique de Grenoble (INPG), France, on research policies from 2009 to 2012.
Professor Crean has played a key role at European level in the formulation of European Commission research, development and innovation policy. He is a member since 2011 of the European Commission “Mirror Group on Smart Specialisation” advising European Commissioner Hann on smart specialisation strategies for Europe’s regions. Professor Crean also plays a key role in the European Commission High Level Group on Key Enabling Technologies (KETs) established by Vice-President Commissioner Tajani to advise the European commission on a competitive industrial and technological policy.
He has been widely recognised for this work in European innovation policy, He is an Academic Fellow of the European Policy Centre (EPC), one of Europe’s leading Think Tanks and currently chairs the prestigious EPC Taskforce on ”A new European Industrial Policy”. Professor Crean has acted as a consultant for several European member state Governments.
Professor Dr. Crean is known internationally for his contributions to science and technology education and research. He is a Fellow of the European Academy of Sciences and Arts. He is a Fellow of the Institute of Engineers of Ireland and a Fellow of the Institute of Physics of the U.K. He is President Emeritus of the International Union of Materials Research Societies (IUMRS) and President Emeritus of the European Materials Research Society (E-MRS). He was a co-chairman of the 3rd World Materials Summit, held in Washington, USA, in October 2011.
Professor Dr. Crean was a co-founder of three venture capital backed high-technology companies and is a Board member of several European industry associations.

Smart Cities: using Data Science to support Citizens Growth and Development
The concept of Smart Cities is currently focussed on topics like energy, transportation and communication using social media. In this talk I will focus on another aspect: the use of Smart Technologies, based on Data Science, to support citizens in their personal growth and development. A good city is a city in which the citizens are feeling well, can develop themselves during lifetime, are employable and are connected to social communities of their interest. Many modern data science driven technologies can support this personal development and well-being. Questions to answer are, among others: what are the future possibilities and ambitions? How can we realize these in practice? What research challenges should be addressed?

After several experiences in IT research and commercial delivery in diverse industrial domains such as manufacturing, energy, environment, space and defence, since July 2000, Sergio Gusmeroli is the TXT Corporate Research Director (now Research & Innovation Director) counting more than 20 researchers in the labs of Milano, Bari and Genoa. Implementing Factories of the Future and Industry 4.0 paradigms: the role of data-driven skills and blue collar workers' education
Data-driven economy and digital automation in general are transforming our Manufacturing Industry, not only in the production of physical goods, but mostly in the pre-production and post-production phases. This overall transition is known as 4th industrial revolution (Industry 4.0), leading to several models of Factories of the Future (see http://www.effra.eu/ ). Cyber Physical Systems and advanced factory automation systems produce incredible amounts of data at an incredible speed; Smart Products tracked and traced along their life cycle allow now unprecedented analytics about as-designed, as-built, as-maintained configurations as well as enable a service innovation economy in Manufacturing. Both Blue Collar Workers and Engineers need to stay tuned with the new technologies and data-oriented up- re-skilling are absolutely needed in any Manufacturing environment. Moreover, special attention should be paid to new generations and young talents data-oriented education, in order to redirect them towards Manufacturing and Engineering jobs. Coupling Language and Knowledge via e-Service Ecosystem
Cross-language e-service ecosystem is strategically important for the European Digital Single Market, or Online Market, which is data-driven. Multilingual data is a huge share of all online data. The synergy of the two worlds – language and knowledge – with their mature technologies is one of the priorities for the two communities to reach the level, on which they are ready for empowering users with business value from multilingual big data and thus offering innovative intelligent and competitive products and services. During our presentation at the European Data Forum, session Multilingual Big Data for e-Commerce and e-Services, we will present the four real life business cases, which are being developed within the innovation action “FREME: Framework for e-Services for Semantic and Multilingual Enrichment of Digital Content”, and will show the potential of FREME for e-Commerce and other business cases.

Director and an EU policy advisor, Capgemini Consulting
Wendy is a Director and an EU policy advisor within Capgemini Consulting. She works in the Digital Transformation & Innovation practice of Capgemini Consulting where she is a core member of Capgemini’s global EU account. She plays a central role in the development of future Internet policies and deployment of digital services for governments across the EU.
Since January 2015, Wendy is managing the development of the European Data Portal and associated services, on behalf of the European Commission – DG CONNECT. Beyond being just a Portal, the project offers support services to countries as they mature on their open data journey. In addition, there is a strong focus on driving a user community and understanding the benefits of open data. Moreover, Wendy has been leading the research work on calculating the economic benefits of open data measuring: market size, jobs created, cost savings for public administrations and efficiency gains.
Wendy has equally been supporting DG CONNECT’s reflections on 21st Century Rulemaking in the Digital Age, as well as Open Innovation through workshops and ad hoc working groups within DG CONNECT and the Open Innovation Strategy and Policy Group.
Building and contributing to the above, Wendy has over 9 year experience in managing complex eGovernment and digital projects as well as studies for the European; Commission bringing together multiple actors ranging from Member State representatives, to multiple EC directorates and businesses.
In addition to her consulting experience, she has worked in the international arena as representative of a national government in defining eGovernment and High Impact Services with the EC, Council and OECD.
The European Data Portal: reaping the benefits of Open Data
Both the private and public sector acknowledge the growing value and benefits of Open Data. Using Data means finding the data in the first place. With larger amounts of public data being published across all EU countries: discoverability of data is key. Other aspects such as consistency in metadata and multilingual searches are also key aspects when search for data cross-border. The European Data Portal aims at offering seamless access to data across Europe as well as support to European countries on their Open Data journey.

Education and qualifications
Following secondary school studies, Xavier Bettel pursued higher education studies at the University of Nancy, where he was awarded a master’s degree in public and European law from the Faculty of Law, followed by a DEA (post-graduate diploma of advanced studies) in political sciences and public law.
Following the legislative elections of 20 October 2013, Xavier Bettel was appointed Prime Minister, Minister of State, Minister for Communications and Media, Minister for Religious Affairs on 4 December 2013 in the coalition government formed by the Democratic Party (DP), the Luxembourg Socialist Workers’ Party (LSAP) and the Green Party (“déi gréng”).
Other political posts
A member of the DP since 1989, Xavier Bettel was elected to Parliament for the first time in 1999 at the age of 26 while standing for the DP in the constituency of the Centre. He was re-elected in 2004, 2009 and 2013. In Parliament, he assumed among others the roles of vice-chairman of the Legal Affairs Committee from 2004 t 2013 and vice-chairman of the Committee of Enquiry into the State Intelligence Service from 2012 to 2013. From 2009 to 2011, he assumed the role of chairman of the DP parliamentary group.
At local level, Xavier Bettel initially served as a municipal councillor of the City of Luxembourg from 2000 to 2005, then as an alderman from 2005 to 2011. Following the municipal elections of 2011, he assumed the role of mayor, an office he held until his appointment as Prime Minister, Minister of State in December 2013.
Since January 2013, Xavier Bettel has been the chairman of the DP.
